Libraries remain central to the academic success of any university, serving as the primary custodians of knowledge and information resources. The effectiveness with which a library is managed depends largely on the competence, skill, and motivation of its staff. Staff training and development have therefore become indispensable tools for improving service delivery, ensuring that library personnel remain updated with modern information management practices, emerging technologies, and evolving user expectations.
In many Nigerian public universities, however, library staff training is often treated as a secondary concern, receiving limited funding and inconsistent scheduling. This has resulted in gaps between the skills possessed by library staff and the demands of a rapidly digitizing information environment. This study, using the University of Uyo Library, Akwa Ibom State as a case study, examines how staff training and development programs influence the overall effectiveness of library management.
Despite the recognized importance of staff training, many public university libraries in Nigeria continue to grapple with outdated service delivery methods, poor staff morale, and an inability to keep pace with modern library technologies. This raises concerns about whether existing staff development programs are adequate, and whether they are translating into measurable improvements in library management effectiveness.
The broad objective of this study is to examine the impact of staff training and development on effective library management. Specifically, the study seeks to: (i) determine the extent of staff training programs available at the University of Uyo Library; (ii) assess the relationship between staff training and service delivery efficiency; (iii) identify the key challenges affecting staff training and development in the institution; and (iv) recommend strategies for improving staff training programs.
The study is guided by the following questions: What forms of staff training and development programs exist at the University of Uyo Library? What is the relationship between staff training and library management effectiveness? What challenges affect the implementation of staff training programs in the institution?
This study is significant to library management boards, university administrators, and policy makers seeking to design more effective staff development frameworks. It also adds to the growing body of literature on human resource development within academic library settings in Nigeria.
